Arab Spring, the <strong>Muslim Brotherhood<\/strong> has reemerged \u2014 not through elections or uprisings, but through <strong>ideas, education, and institutions<\/strong>.<br>A new study by the <strong>Foundation for Defense of Democracies (FDD)<\/strong>, titled <em>\u201cPatient Extremism: The Many Faces of the Muslim Brotherhood\u201d<\/em> (October 2025), describes this evolution as a long-term ideological strategy:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe Brotherhood has abandoned confrontation for infiltration \u2014 seeking to transform societies from within, one generation at a time.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>This \u201cpatient extremism\u201d no longer calls for jihad through arms, but for a <strong>gradual cultural jihad<\/strong>, where control of education, NGOs, and religious discourse replaces open rebellion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">From political Islam to ideological governance<\/h2>\n\n\n\n<p>Across the Arab and Muslim world, the Brotherhood has shifted its methods \u2014 less political, more societal.<br>The fall of Morsi in Egypt (2013) and the marginalization of Islamist parties in the Maghreb have pushed the movement to reinvent itself as a <strong>civilizational network<\/strong> rather than a political party.<\/p>\n\n\n\n<p>Its branches now invest in schools, charities, publishing houses, and online platforms \u2014 diffusing an apparently moderate message that hides a radical endgame: the normalization of an Islamic order within secular institutions.<br>This is not the violent Islam of Daesh, but an <strong>institutional Islamism<\/strong>, disguised under the language of democracy and social reform.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Qatar and Turkey: twin engines of influence<\/h2>\n\n\n\n<p>The FDD report highlights how the <strong>Qatar\u2013Turkey axis<\/strong> has become the new epicenter of this ideological export.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Qatar<\/strong> provides the financial and media infrastructure: <em>Al Jazeera<\/em>, <em>Qatar Charity<\/em>, and the <em>Doha International Center for Interfaith Dialogue<\/em>, all echoing narratives of grievance, victimhood, and \u201cresistance.\u201d<\/li>\n\n\n\n<li><strong>Turkey<\/strong>, under President Erdo\u011fan, offers political shelter and logistical support, hosting Brotherhood-linked organizations, exiled leaders, and satellite media broadcasting to the entire Arab world.<\/li>\n<\/ul>\n\n\n\n<p>Together, they form a <strong>postmodern alliance of influence<\/strong>: one that does not impose Islam by force but <strong>seduces through legitimacy<\/strong> \u2014 positioning itself as the authentic voice of Muslim identity against the West and its allies.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">A soft power confrontation with the Arab reformists<\/h3>\n\n\n\n<p>Opposite this ideological axis stand <strong>the reformist Arab states<\/strong> \u2014 the United Arab Emirates, Saudi Arabia, Egypt, and Bahrain \u2014 which see in the Brotherhood not a theological challenge but a <strong>political threat<\/strong>.<br>For them, the danger lies in the Brotherhood\u2019s ability to infiltrate societies under the guise of religion, undermining modernization efforts and regional stability.<\/p>\n\n\n\n<p>The Emirates, in particular, promote a <strong>post-Islamist vision<\/strong>: coexistence, cultural innovation, and economic pragmatism as antidotes to the ideological rigidity of the Brotherhood.<br>Saudi Arabia, under Vision 2030, also moves away from Wahhabism toward a national identity detached from Islamist dogma \u2014 a historic rupture with its past.<\/p>\n\n\n\n<p>This new Arab divide is not between Sunnis and Shiites, but between <strong>modernization and ideological regression<\/strong>.<br>The Brotherhood remains the ideological backbone of those who seek to preserve religion as a political instrument.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The global network: influence through respectability<\/h3>\n\n\n\n<p>In Europe and North America, the Brotherhood\u2019s message has evolved into an even subtler form.<br>Its affiliated organizations \u2014 educational, humanitarian, or cultural \u2014 present themselves as interlocutors of dialogue and tolerance, while shaping a <strong>parallel discourse<\/strong>:<br>integration without assimilation, identity before citizenship, faith above law.<\/p>\n\n\n\n<p>The danger lies not in what the Brotherhood says, but in <strong>what it normalizes<\/strong> \u2014 the quiet transformation of liberal societies into spaces where Islamist identity becomes untouchable, beyond criticism.<\/p>\n\n\n\n<p>This is the <strong>\u201crespectable extremism\u201d<\/strong> described by the FDD report: not violent, but corrosive \u2014 wearing the language of peace to hollow out the meaning of secularism and universalism.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The long game of patient extremism<\/h2>\n\n\n\n<p>The Muslim Brotherhood no longer dreams of taking power tomorrow. It dreams of <strong>owning the culture in fifty years<\/strong>.<br>Its patience is its strength.<br>Its apparent moderation is its disguise.<\/p>\n\n\n\n<p>What was once a revolutionary movement is now a <strong>civilizational strategy<\/strong>: one that seeks to make political Islam not exceptional, but inevitable.<br>And in this transformation lies its greatest success \u2014 and its greatest
